Saudi Arabia has launched a new skill-based system for expatriate work permits. The system, introduced by the Ministry of Human Resources and Social Development, categorises work permits into three main skill levels, including high-skill, skilled, and basic.

The classification will be based on several criteria, like educational qualifications, work experience, professional skills, wage level, and age. Applicants earn a specific number of points for each criterion, depending on their performance. They will qualify for a high-skilled work permit if their total points exceed the level set by the ministry.

For expatriates already in the Saudi labour market, the classification of existing work permits reportedly began last month. As of July 1, the classification is in effect for incoming expatriate workers. The classification process for both phases will be automated, with the skill level of work permits appearing directly through the establishment’s account on the ministry’s systems.

Workers have the option to request a review of their skill level if they feel it is inaccurately assigned. If they meet the criteria for a higher skill level, their classification will be updated. Saudi Arabia's initiative aims to create an appealing job market and strengthen human capabilities within a professional, lasting work environment.
